Stephen J. Masten, Principal & Founder

Stephen J. Masten is a seasoned executive with hands-on tactical execution of day-to-day Operations in the field of financial services. Stephen brings more than 18 years of financial services experience, and is responsible for the company’s commercial and government consulting practices. He is considered a strong leader with deep expertise in Business Transformation, Finance and Investments Advisory, Operational Readiness, and System Integration. Through strategy, business process, control optimization, technology, and/or people, Stephen has proven he can consistently deliver results that drive business value while executing strategies based on industry best practices.

Prior to starting Allegiance Advisory Group (AAG), Stephen was a Senior Director at Freddie Mac in Capital Markets, Strategy Execution, Finance, and Operations. Stephen’s career consists of clear and detailed understanding of Capital Markets products and how the investment process works from loan origination, servicing, securitization, trading and portfolio management, risk management and governance, data management and reporting, loan and securities accounting, and large system implementations across various enterprise architectures.

As the Principal and Founder of AAG, Stephen relies on the company’s most critical assets: its leadership team and utilizing its employees as key members of success.

Mr. Masten has a Bachelor’s Degree in Business Administration – Finance and Accounting from The George Washington University.

Brian Stucky, Managing Director (Business Decision Management)

A recognized thought leader in the area of business rules, Brian brings well over two decades of experience designing and implementing business rule and process management systems for both commercial and Federal clients.

Prior to joining AAG, Brian was Vice President of Decision Management Solutions at InScope Solutions where he directed their technology practice. In this role he was responsible for setting the direction of the group, sales, marketing, resources, and establishing industry partnerships.

At Freddie Mac, Brian served as the Enterprise Rule Steward where he set the business and technology strategy for business rule development across the corporation. These efforts resulted in Freddie Mac winning a 2005 ADT Magazine Innovator Award in the category of Component-Based Development (”Freddie Mac redesigns its processes to satisfy new customer needs”) and being named a finalist for a 2005 Mortgage Technology Magazine “10X” Award.

Brian also co-founded two companies that specialized in the design and implementation of intelligent systems. He has implemented and managed business rule development efforts in a variety of domains including the secondary mortgage market, credit card marketing and processing, mutual fund portfolio analysis, insurance underwriting and risk management, and for various Federal civilian agencies.

Brian works closely with a number of business rule vendors and speaks internationally at conferences and professional events. He has given presentations at the Business Rules Forum, European Business Rules Conference, Mortgage Bankers Association Technology Conference, the Brainstorm Business Process Management Conference Series, and was an invited panelist at a Gartner Group Financial Services Summit. He was also a contributing author to “The Business Rules Revolution” and to “The Decision Model”. Brian currently serves on the editorial board of the Business Process Management Institute.

In addition, Brian is now beginning his second year as co-chairman of the MISMO BREW (Business Rule Exchange Workgroup) committee.

Mr. Stucky holds a B.S. in Computer Science from the University of Kansas and a M.S. in Computer and Information Science from the University of Massachusetts at Amherst.

Chad Evans, Managing Director (Business Strategy and Transformation)

Chad is an experienced financial executive and consulting professional who partners with client leadership to develop business strategies, design solutions and successfully lead initiatives and projects. Results consistently deliver significantly measurable improvements in client performance and high client satisfaction levels. Team leader with strong mentoring capabilities who develops highly functioning teams.

Prior to joining AAG, Chad gained over 6 years experience with Accenture’s Finance and Performance Management service line focusing on the needs of CFOs in organizations both large and small. Chad has client experience in the following industries: financial services, technology and telecommunications, consumer packaged goods, and automotive.

Chad has led an investment process assessment and design for a Real Estate Investment Trust (REIT) from trade inception through financial reporting. This work encompassed business process design, key controls identification and evaluation, and documenting a framework for future state architecture and technology platforms. Chad has also assisted in a Valuation process re-design and platform development initiative for Government Sponsored Entity (GSE) to ensure monthly execution in a timely and well-controlled manner. In addition, Chad led and conducted an operational readiness assessment prior to deployment of new Valuation platform conforming to requisite software development and business process controls.

Chad conducted process remediation work with Government Sponsored Entity (GSE) to alleviate material weakness and significant deficiencies from Valuation process impacting financial statements. Chad’s team worked with the client to develop and implement key and complementary controls against previously identified control gaps in the client’s Valuation process.

Chad led compliance audit reviews at mortgage servicing companies encompassing the gathering, analyzing, and evaluation of evidence to determine the effectiveness of servicer processes in implementing industry mandated guidance and regulations.
